RDIF, RCIF and Tus-Holdings agree to jointly establish innovation center at Lomonosov Moscow State University

Moscow, April 26, 2019 - The Russian Direct Investment Fund (RDIF), Russia’s sovereign wealth fund, the Russia-China Investment Fund (RCIF), and Tus-Holdings, a leading Chinese innovation-focused company supported by Tsinghua University, have agreed to jointly build a science and technology park on the premises of Lomonosov Moscow State University (MSU). The project aims to promote cooperation between China and Russia in the areas of science and technology innovation. After its completion, the park will become a hub for cooperation between science and technology businesses and experts in the two countries. It will provide research laboratories, conference rooms and offices for Russian and Chinese scientists and science and technology companies involved in the development and implementation of innovative technologies. Moreover, a whole network of soft services, such as venture capital, entrepreneurship training, media promotion, etc. will be available around the park.

The agreement between RDIF, RCIF, Tus-Holdings and MSU is aimed at the wider development of research infrastructure in Russia and China and forms part of RDIF and RCIF’s strategy to foster innovation in both markets. The project is included in the list of initiatives supported by the Intergovernmental Russian-Chinese Commission on Investment Cooperation, established by RDIF and the China Investment Corporation in 2014 to promote cross-border investment projects.

Jointly with Tus-Holdings, RDIF and RCIF are already implementing a project to construct a science and technology park on the site of the former Tushino airfield in the north-west of Moscow. The innovative multifunctional technology park will be Russia's largest innovation hub and feature sports, community, research, educational, residential and recreational infrastructure. The total investment exceeds RUB 90 bn.

Additionally, RCIF and Tus-Holdings have launched the Russia-China Venture Fund (RCVF) with initial capital of $100 million. The new fund will focus on finding attractive investment opportunities in high-tech sectors of the Russian economy, with potential for further development in the Chinese market.

Kirill Dmitriev, CEO of RDIF and Co-CEO of RCIF, said:

“We and our Chinese partner, Tus-Holdings, are similarly enthusiastic about seeing the joint implementation of high-tech projects in Russia. Tus-Holdings’ experience in the development of technology parks and special funds will enable Russia to create an effective model for the development of its technological ecosystem based on the leading research centers of the two countries—Lomonosov Moscow State University and Tsinghua University. The establishment of the Russian-Chinese science and technology park will strengthen R&D and technological cooperation between the two countries, and contribute to the effective implementation of national projects in Russia.”

Victor Sadovnichy, Rector of Lomonosov Moscow State University, President of the Russian Union of Rectors, a full member of the Russian Academy of Sciences, noted:

“The cooperation of Lomonosov Moscow State University with Chinese universities and research centers has deep roots. We are most actively cooperating with Peking University, Tsinghua University, Beijing University of Technology, with which we have created a joint university in Shenzhen.

The science park established by Tus-Holdings and Tsinghua University is a world leader. We are familiar with its activities and believe that the agreement will allow our countries, scientific organizations and universities to achieve new successes in scientific and technological cooperation.”

Wang Jiwu, Chairman of Tus-Holdings Co., Ltd., said:

“I fully agree with Mr. Kirill Dmitriev's point of view! Tus-Holdings is willing to share our experience in the construction of science parks with Russian partners and work together to build an ecosystem of innovative cooperation in science and technology between China and Russia. This network of cooperation includes many connections, and the Science Park is only one of them; the RCVF, which was launched at the beginning of the year, is another area of work that we have already established to build a system of collaboration. MSU and Tsinghua University will be the main participants in the construction of this network. The participation of these two outstanding universities has given us confidence that this project can serve as a bridge for innovative cooperation in science and technology between China and Russia and contribute to deepening economic integration between our two countries.”
